IN Element content the unescaped < could be taken as the start of a tag which is useful if evil, but in an attribute value it would just be an error, so wouldn't be useful. In HTML an unescaped < is allowed but equivalent to an escaped one, so you should never need to disable escaping in an attribute value for html.
