I suspect you meant id="2" to be ID="2" in your example.

Is this what you want?

  <xsl:value-of select="@ID"/><br/>
  <xsl:value-of select="node()[not(self::TOPIC)]"/>
  <xsl:apply-templates select="./TOPIC"/> </xsl:template>
