you can only apply templates to nodes, not to values.
You can apply templates to value attribute nodes for example by going
<xsl:template match="input">
<xsl:apply-templates select="@value"/>
</xsl:template>
<xsl:template match="@value">
no
</xsl:template>
<xsl:template match="@value[.='{TotalAdultFare}']">
yes
</xsl:template>
