Saxon is telling you pretty clearly that the message comes from the XML parser, so if it were a bug, it would be a bug in the XML parser, not in Saxon. A quick look at production 23 of the XML specification, however, should tell you that the pseudo-attributes within the XML declaration have to be in a fixed order.
