Yes, by using a block container with an initial size but allowing the size to grow.

Hopefully, the following crude text diagrams illustrate what I am
trying to do:

   ------------------     ------------------     ------------------
  |                  |   |                  |   |                  |
  | Text here        |   | Text here        |   | Text here        |
  |                  |   | Text here        |   | Text here        |
  |                  |   |                  |   | Text here        |
  |  --------------  |   |  --------------  |   | Text here        |
  | | \  /\  /\  / | |   | | \  /\  /\  / | |   | Text here        |
  | |  \/  \/  \/  | |   | |  \/  \/  \/  | |   | Text here        |
  | |  /\  /\  /\  | |   | |  /\  /\  /\  | |   |  --------------  |
  | | /  \/  \/  \ | |   | | /  \/  \/  \ | |   | | \  /\  /\  / | |
  | |/   /\  /\   \| |   | |/   /\  /\   \| |   | |  \/  \/  \/  | |
  |  --------------  |   |  --------------  |   | |  /\  /\  /\  | |
  |                  |   |                  |   | | /  \/  \/  \ | |
  |                  |   |                  |   | |/   /\  /\   \| |
  |                  |   |                  |   |  --------------  |
  |                  |   |                  |   |                  |
  |                  |   |                  |   |                  |
   ------------------     ------------------     ------------------

In the first two, the graphic stays in the same location, but
in the last one, the graphic is moved down so there is no overlap.

The diagrams came through quite well ... well done.

Block containers can grow if you don't set the maximum component of its block-progression-dimension.

The following works in Antenna House, but I see that it does not work in XEP ... I had anticipated it would:

  <block-container block-progression-dimension.minimum="3cm">
    <block>Test1</block>
  </block-container>
  <block>Test 1 end</block>
  <block-container block-progression-dimension.minimum="3cm">
    <block>Test2</block>
    <block>Test2</block>
    <block>Test2</block>
    <block>Test2</block>
    <block>Test2</block>
    <block>Test2</block>
    <block>Test2</block>
    <block>Test2</block>
    <block>Test2</block>
    <block>Test2</block>
  </block-container>
  <block>Test 2 end</block>

In ASCII art the above gives me:

Test1

Test 1 end
Test2
Test2
Test2
Test2
Test2
Test2
Test2
Test2
Test2
Test2
Test2
Test2
Test2
Test2
Test 2 end

I'm not sure what changes would be needed for XEP.

I hope this helps.
