[xsl] Simple rule program difficulties

                     <xsl:with-param name="Rules" select="$Rules" />

         </xsl:choose>
    </xsl:for-each>
    <fact><xsl:value-of select="$Fact" /></fact>

</xsl:template>

</xsl:stylesheet>



The problem is that I cannot decide whenever the "<fact>" is written ...
So, does anyone see another way to write this program ?
