  In this particular case, yes.  But what if the following (I didn't
check if the OP made clear this could happen or not)?

    <base>
      <foo>
        <bar1>123</bar1>
      </foo>
      <bar>
        <foo1>xyz</foo1>
      </bar>
    </base>
