No - the authority can be omitted.

>From RFC3986:

   URI         = scheme ":" hier-part [ "?" query ] [ "#" fragment ]

      hier-part   = "//" authority path-abempty
                  / path-absolute
                  / path-rootless
                  / path-empty

so this one breaks down as scheme -> C
hier-part -> / path-absolute
