But you cannot measure the length of the line to use.

XSL-FO 1.0 did not have sufficient semantics to
support what you need, and these were introduced
in XSL-FO 1.1.  The incomplete (and for many,
insufficient) work-around in XSL-FO 1.0 is to
turn on the left or right border of a surrounding
block ... but XSL-FO 1.0 does not have concepts
of "inside" or "outside" border, just left and right.
