there is no xsl:COUNt instruction, perhaps you mean xsl:number. That
would certainly work here.
On your Table of contents it looks like you want something like
<xsl:variable name="id">
<xsl:number level="multiple"/>
</xsl:variable>
<li> <a href="#id{$id}">
<xsl:value-of select="$id" />: <xsl:value-of select="title" />
</a></li>
and on the code generating the sections you want something like
<xsl:variable name="id">
<xsl:number level="multiple"/>
</xsl:variable>
<li> <a name="id{$id}" name="id{$id}"/>
<xsl:value-of select="$id" />: <xsl:value-of select="title" />
.......
</li>
