In XSL-FO if you say "always" and there isn't sufficient room for what you are trying to keep together, that triggers an overflow error. You can't prevent a row from breaking over pages if the row doesn't fit on the page.


Try a numeric value instead of "always" ... when the row won't fit it will break but it won't trigger an overflow error.
