Yes, xsl:attribute always just adds nodes to the result tree, it never
affects the xsl stylesheet tree (which may not even be present by teh
time the stylesheet is executed, as typically the xml markup of the
stylesheet has been compiled into some executable (or interpretable)
structure by then.  the behaviour of xsl:attribute is just the same as
the behaviour of xsl:element (except it makes attributes not elements)
xsl:element inside an xsl:if would similarly generate an element child
of the currently open node in the result tree, it doesn't generate a
child of the xsl:if.
