declare old and new prefixes on xsl:stylesheet, then something like  

<xsl:template match="old:*">
<xsl:element name="new:{local-name(.)">
  <xsl:copy-of select="@*"/>
   <xsl;apply-templates/>
 </xsl:element">
</xsl:template>
