I tried your FO with Antenna House and it came out okay (even better after I removed the " + 1.5pt" but, strangely, the row height was too small when I removed the height attribute altogether). Sadly, xmlroff doesn't yet do instream-foreign-object, so continuing with FOP is currently your best open source option for handling your inline SVG content.
