To control errors, I would rather use something like the following
(with the proper error code, depending on your own error handling
policy):
<xsl:template match="/*" priority="-1">
<xsl:sequence select="
error((), concat('Wrong root element: ', name(.)))"/>
</xsl:template>
<xsl:template match="/ns:name">
...
</xsl:template>
