About all that I can think of/remember is: - Put the graphic in a fo:block-container - Use fo:basic-link containing fo:block-container for the (rectangular) hotspots. The fo:basic-link for the hotspots would also be in the containing fo:block-container. Their fo:block-containers would each have absolute-position="absolute" so you can position them inside the containing fo:block-container. They would also have a z-index value that puts them in front of the graphic. It would, of course, be simpler if you could use a graphic format that natively supported hotspots, though I can't actually of any except possibly SVG or PDF encapsulated in PDF.
