  Why the xsl:text?  Maybe you want <xsl:output indent="yes"/>?

  I can't see what you want.  From your input and output sample, I'd
say simply:

    <xsl:template match="KEYWORD">
       <randlist>
          <xsl:apply-templates/>
       </randlist>
    </xsl:template>
