which is true as quoted but only because I quoted this fragment out of
context.
Iin context the syntax is a legal comment:
<!--[if lt IE 7]>
<link rel="stylesheet" href="styles/ie6.css" type="text/css" />
<![endif]-->
is a single comment (and not a link element) so rather tha use d-o-e a
more portable way to generate this is
<xsl:comment><!--[if lt IE 7]>
<link rel="stylesheet" href="styles/ie6.css" type="text/css" />
<![endif]--></xsl:comment>
