It will really you help you (and us) If you read some of the basic
syntax turorials first rather than bombarding the list with so many
questions.

"not($args = '{$value}')"

The ' makes that a string literal with fixed value '{$value}'
in fact inside string literals is the ony place you can have { } in
xpath which only uses () and [] brackets.

Presumably you intended

not($args = $value)
