that is looking for an element named w:id not an attribute @w:id
by the way it is much more efficient to do
<xsl:variable name="commentID"
select="w:commentReference/@w:id"/>
than
<xsl:variable name="commentID"><xsl:value-of
select="w:commentReference/@w:id"/></xsl:variable>

If it is really called Comment.xml then "document('comments.xml') won't
work.
