Note using xml as an element name is strongly discouraged. It's not exactly not well formed but the xml spec says all names starting with x m l are "reserved".

       <city>
             <name>Paris</name>
             <person>Paul</person>
       </city>
       <city>
             <name>New-York</name>
             <person>John</person>
       </city>
       <city>
             <name>Paris</name>
             <person>George</person>
       </city>
</xml>


<xsl:for-each-group select="city" group-by="name">
<xsl:value-of select="name/>
<xsl:value-of select="current-group()/person" separator=","/>
</xsl:for-each-group>
