strange, I tested this <xsl:variable name="data" xmlns="">
on both Saxon 6.5.5 and 9.2 prior to posting and it works, I see no explanation why it would not work at your end
That didn't work but this did... Thanks for helping me think through this...
<xsl:stylesheet version="1.1" xmlns="urn:schemas-microsoft-com:office:spreadsheet" xmlns:default="urn:schemas-microsoft-com:office:spreadsheet" xmlns:xsl="http://www.w3.org/1999/XSL/Transform" xmlns:exslt="http://exslt.org/common">
<xsl:variable name="data"> <root> <test>1000</test> <test>2000</test> <test>3000</test> </root> </xsl:variable>
<xsl:template match="/"> <xsl:for-each select="$data//default:test"> <xsl:value-of select="."/> </xsl:for-each> </xsl:template>
</xsl:stylesheet>

well, also the variable is in that default namespace
try this <xsl:variable name="data" xmlns="">
