is working !!!! (and a lot more faster...)
You guessed right for XSLT 2.0, of course...

Test whether
   select="//Row[NUMERO = 1 or NUMERO = 2 or NUMERO = 3 (and so on)]"
performs better.
Or, as you mention Kernow meaning you use XSLT 2.0, you could try
   select="//Row[NUMERO = (1, 2, 3, 4, 5, 6, 7, 8)]"
