If your context node is element "Config-Policy" then the corresponding
value (as you've specified) of QMNumber can be assigned to a XSLT
variable as follows,

<xsl:variable name="qnNumber_val" select="Policy[QMName = 'BRKQM']/QMNumber"
/>
