all your code is in a template with name section-content but you never call a template of that name (named templates are invoked using xsl:call-template) so your stylesheet is equivalent to a stylesheet with no temnplates, so will just produce character data and no elements.
it looks like you want to be using template matching and apply-templates rather than named-templates and xsl:for-each.
