Well you could do one recursive path through the lg/ which knew when
the wwp:num-regional should change based on the number of lg parents
for the given <l ..>

I wonder if putting the wwp:num-local="1" is really worth the memory
given the logic to count it couldn't not be that intensive.

Similarly the logic to count wwp:num-regional="16" is also a
multiplication on the number of previous lg siblings. Is the memory
used to determine this worth the time it takes to calculate this
information on the fly, what the reason for storing these numbers in
your xml?
