If you type a URL into a browser location bar it will do all kinds of heuristic fixup before actually making the http request. Which is why you can miss out http:// or use characters not allowed in URI or use \ instead of / or whatever. From XSLT it probably requests the URI you ask for.

I'd double check that you %-encoded all non-URI characters correctly.
