Use fo:inline-container to create an area of a fixed width on a line 
into which you can place text.  You can set properties on the 
container to accommodate too much text to fit.

Note I've found using line-height="1" and 
alignment-baseline="after-edge" helpful in using the container 
seamlessly on the line.

Can you not just use a two-column table or a list block?  That 
requirement sounds pretty straightforward.  Then you wouldn't have to 
create inline areas.
