<xsl:value-of select="'he''s good'" />

(XSLT2)

or

<xsl:value-of select='"he's good"; />

(XSLT 1)

The XML parser expands the entity before XSLT starts, and XSLT strips off the outer attribute value quotes to get an XPath expression to evaluate, and that needs to be

"he's good"

or in XSLT2

'he''s good'
