Put it that way, yes, they are intended as subdivisions and they are properly

I didn't mean to their presentation in the input document.
My question is whether, abstractly, a "2nd Section" element is intended as a
sub-section of a "1st-section" element.
Or, put another way, whether the desired output has "2nd section"
elements as nested inside "1st-section" elements, or whether the "2nd"
refers to that section simply being the second section of the chapter?
