You have several options 1) Create the property file in UTF-8 and use native2ascii to handle the conversion of any character that's not in ASCII to Java's /u-escapes. 2) Use a Java program, not XSLT. JAXB will unmarshal this simple structure easily, and you can write a property file using JDK API. 3) Convert to XML according to Java's spec for property files in XML, and loadFromXML 4) Add a conversion of characters greater than 0x7F to \uHHHH to your XSLT.
