You want to start a new group if @value is greater than
preceding-sibling::Content/@value.

So you can use

<xsl:for-each-group select="Content" group-starting-with="*[number(@value) gt
number(../preceding-sibling::*/@value) + 30]">
   ...
</xsl:for-each-group>
