No, the result shouldn't be the same. xsl:sequence will typically return a
string (although in principle it can return anything), while xsl:value-of
always returns a text node.

There's a rule in both "constructing complex content" and "constructing simple
content" that spaces are inserted between adjacent strings, but not between
adjacent text nodes.

So, for example

<a>
  <xsl:for-each select="1 to 5">
     <xsl:sequence select="string(.)"/>
  </xsl:for-each>
</a>

gives you <a>1 2 3 4 5</a>

while

<a>
  <xsl:for-each select="1 to 5">
     <xsl:value-of select="string(.)"/>
  </xsl:for-each>
</a>

gives you <a>12345</a>

I haven't studied your code in detail to explain both results, but I would
certainly expect them to be different.
