You could do

<xsl:variable name="seq" as="xs:integer*">
  <xsl:evaluate xpath="//Range ! replace(., '-', ' to ') =>
string-join(',')"/>
</xsl:variable>
<xsl:sequence select = deep-equal($seq, $seq[1]  to $seq[last()])"/>
