As Martin wrote, Apache Xalan's XSLT 3.0 implementation is written with
Java. You're welcome to build and use Xalan's XSLT 3.0 implementation from
its development branch.

It'll also be helpful to Xalan's XSLT 3.0 implementation, if feedback is
provided about the implementation. Any discussion about that, may also
occur on this forum as well.
