Lindsey, please clarify

This question is directed to Marc Lindsey, but others please respond as
well. 

Please would you expand your explanation of what you mean by "Sovereign
Immunity" for state colleges in terms of fair use? Under what circumstances
do state colleges qualify as "sovereign?" Is this state or national law? If
so, would someone point me to that legislation?
