Greetings Thank you Mr. Stevan Harnad for your post on Date: Fri, 22 Nov 2002 . Does this mean that Universities hosting self-published or self-archived academic papers and online teaching and learning materials are in fact acting as publishers? Does this mean that they are therefore subject to the rules obligations and conventions that apply to all publishers? Do these publisher conventions and obligations demand that Universities begin to pay royalties, cash advances and other incentives, for all online teaching and learning content they agree to publish on equipment owned and managed by them? If Universities are engaged in a publishing activity that is carried out as an integral part of their standard business service delivery activity should they not pay those who offer their intellectual property for publication. Is it not reasonable to assume that those who deliver the content that allows a publisher to provide a service and to benefit from it, deserve to be paid for it? Regards Siegfried E.
