Copyright Office triennial rulemaking proceeding on exemptions from the 
prohibition on circumvention of technological measures that control 
access to copyrighted works. Those who oppose or support any exemptions 
proposed in the initial comments will have the opportunity to respond 
to the proposals made in the initial comments and to provide
factual information and legal argument addressing whether a proposed 
exemption should be adopted. (67 FR 63578)

February 24: Beginning date to submit reply comments on Static Control 
Inc.'s petition to consider a newly proposed class of works to be

LUND UNIVERSITY ESTABLISHES DIRECTORY OF OPEN ACCESS JOURNALS
Open Society Institute and SPARC Support Far-Reaching Library Project

"Washington, DC - The Information Program of the Open Society 
Institute, along with SPARC (The Scholarly Publishing and Academic 
Resources Coalition) and Lund University Libraries, Sweden, today 
announced the establishment of the Directory of Open Access Journals 
(DOAJ, http://www.doaj.org). The project will create a directory of 
open access journals and will be completed in late spring 2003."

[SPARC-IR] New IR Resources from SPARC
Two new resources on institutional repositories are now available from 
SPARC.

SPARC Institutional Repository Checklist and Resource Guide, a free, 
online manual detailing the issues that institutions and consortia need 
to address in implementing an institutional repository. The publication 
is found at http://www.arl.org/sparc/IR/IR_Guide.html and may be 
printed and distributed freely.

Also on the SPARC Institutional Repositories web page, a select list of 
institutional repositories around the world. The list is included in 
the Guide as an appendix, but can be bookmarked and directly accessed
