Subscription information -------------------- 1.Introduction Welcome to this first edition of the ZwollE-zine, the electronic magazine about Copyright Management in higher education. Its aim is to inform interested parties about recent developments in the field of copyright and universities, and keep them up to date regarding new additions to the 'Copyright Management for Scholarship' website (www.surf.nl/copyright) The name of this magazine, ZwollE-zine, refers to a medium-sized town in the Netherlands where two international working conferences on copyright and universities were held in 2001 and 2002. Any suggestions for this magazine or the copyright website are welcome at copyright@xxxxxxx 2. Principles: balancing stakeholder interests in scholarship-friendly copyright practices In February 2003 the 'Zwolle Principles: Balancing stakeholder interests in scholarship-friendly copyright practices' were adapted and sent to those who had participated in the second Zwolle Conference. The adaptations included comments and suggestions made at the conference, at which a draft version of the Principles was discussed. As declared by all participants, it is important that stakeholders not only publicly endorse these Principles but also actively promote them. You will find the Zwolle Principles and an introduction to them posted on the Copyright Management for Scholarship website (www.surf.nl/copyright) We hereby request that you inform your colleagues and/or your organisation about these Principles. We are very interested in how they are received and we welcome any feedback on copyright@xxxxxxx 3. Good Practices in university copyright policies and agreements The second Zwolle Conference succeeded in taking forward the process of reaching agreement between the various parties involved in 'Copyright and Universities' into a statement of principles now known as the 'Zwolle Principles'. According to the Principles the objective is the optimal management and clear allocation of rights balancing the interests of all stakeholders. The aim is to make the Principles of practical use to the stakeholders in formulating their own copyright policies. When applying the Principles to particular situations, stakeholders may find it helpful to have examples of good practice. These good practices must in turn illustrate a clear allocation of rights and balance of interests with regard to the various stakeholders involved. Work has thus begun on a project aimed at identifying good practice in university copyright management. The results will be published by mid 2003 on the SURF 'Copyright Management for Scholarship' website, and will serve as a helpful resource for anyone responsible for drafting copyright policies relating to academic publications. 4. Calendar * Announcement of the Zwolle III Conference The third Zwolle Conference will be held in Zwolle, the Netherlands, on March 24-26, 2004. This gathering will focus on practices and 'how to make them work'. News about the event will be posted in the ZwollE-zine. 'Copyright Management for Scholarship' website: an introduction to www.surf.nl/copyright The Copyright Management for Scholarship website ('Copyright website' for short) was launched by the SURF Foundation in November 2002. Initially its aim was to provide relevant information about the conference on Copyright and Universities, which was held in the Netherlands in December 2002. In preparing the conference, however, the Steering Committee realised that the value of the website would be enhanced by expanding it to include more references to other information as well as news and examples of good practices. As a result, the website now offers interested parties a unique resource embracing a wide range of information on the subject of Copyright and Universities. In addition to a short introduction, the homepage contains three links, namely Scholarly Communication, Course Materials and Countries/regions, all grouped under the heading 'Key Issues and Good Practices'. The last of these links lists an extensive range of good practices, further examples, resources and related organisations for each country or region. 'Zwolle conferences' provides comprehensive background information on the two conferences held on the subject of Copyright and Universities in 2001 and 2002. Other interesting resources on copyright relevant to universities and organisations dealing with the issue are listed under 'Related information'. At present the website is being updated with additional relevant links to websites, examples etc. The latest update was the posting of the Zwolle Principles, as stated at the beginning of this issue. To assist us in keeping this website up to date, all ideas, comments and examples you may have are more than welcome. New book release(s) In March 2003 a new book on Universities and Intellectual Property will be published. The book is written by Ms. Ann Monotti and Professor Sam Ricketson. Ann Monotti is senior lecturer at Monash University Melbourne Australia. Besides several memberships of associations regarding intellectual property, Ann is also a member of the Steering Committee of Copyright Management for Scholarship. Sam Ricketson is Professor at Law at the University of Melbourne, Australia. The book is called 'Universities and Intellectual Property Ownership and Exploitation'. It draws on the intellectual property policies of universities in the UK, Australia and the United States. Some of the topics dealt with are the allocations of rights and how universities do this through their policies, policy developments, future directions for ownership and commercial exploitation. Ms. Ann Monotti will be a speaker on the Intellectual Property Forum 2003 at the Said Business School Oxford University on Friday 25th of April 2003. She will give a talk on the legal issues Patenting and Technology transfer. 7. Initial results of the Romeo Project The RoMEO Project (Rights MEtadata for Open archiving) - funded by the Joint Information Systems Committee JISC (www.jisc.ac.uk), investigates the rights issues surrounding the 'self-archiving' of research in the UK academic community under the Open Archive Initiative's (www.openarchives.org) Protocol for Metadata Harvesting (www.openarchives.org/OAI/openarchivesprotocol.html). It will perform a series of stakeholder surveys to ascertain how 'give-away' research literature (and metadata) is used, and how it should be protected. Building on existing schemas and vocabularies (such as Open Digital Rights Language) a series of rights elements will be developed. A solution for the protection of the IPR in metadata itself will also be created. Subscription information 'ZwollE-zine' is a quarterly magazine that aims to inform interested parties about developments in the field of copyright and higher education.
