question about inter-library

Everything that I have read says that inter-library loans cannot be 
used on reserves.  A professor recently requested an article on 
inter-library loan and wants to have me post it in electronic reserves. 
 Isn't that copyright infringement?  After a discussion amoungst 
colleagues it was decided that he could use this under the fair use 
guidelines.  What does everyone else think?
