Director, Copyright and Publishing Resource Center

The University of Minnesota seeks leadership for
its newly established Copyright and Publishing
Resource Center (CPRC).  Based in the University
Libraries http://www.lib.umn.edu/ , the Center
plays a critical educational and advisory role
within the University community and engages
nationally in the evolving legal and policy
arenas relevant to intellectual property,
copyright, and publishing. In the context of
emergent technologies and new methods/genre of
scholarship, the Director develops programs and
supports the University in policy development in
areas relevant to the creation, use, and sharing
of recorded knowledge.  The Director reports to
the Associate University Librarian for Academic Programs.

The Center is an outcome of the Universitys
recent copyright policy development and
recognizes the increasing complexity of issues of
ownership and use of copyrighted resources in a
digital age. The Universitys copyright policy
affirms the rights of faculty and student
ownership of academic works and encourages broad
access to these works to facilitate the
advancement of knowledge within the academy.
Further, e-education efforts will require new
models for shared or University ownership of
learning resources. The Universitys land grant
mission, global research agenda, and robust
digital infrastructure create a context where an
informed community vis-`-vis copyright and publishing is essential.

The University Libraries provide campus
leadership and community education about the use
and creation of information resources and play a
vital role in the development of technologies to
facilitate the processes of teaching, learning,
and research. The Libraries established program
in copyright education will be expanded in the
Center, and the Center will draw upon the
Libraries network of discipline liaisons and
technology infrastructure to reach a broad
audience. The Center operates in collaboration
with other campus offices, including the Office of General Counsel.

RESPONSIBILITIES
Education & Policy
*       Develop campus educational programs to
inform decisions on use and creation of
copyrighted works. Develop resources (e.g.,
online tools, guides) to assist individuals and
units with copyright and publishing decisions.
*       In collaboration with faculty, promote
the incorporation of intellectual property
concepts in the curriculum in support of the
Universitys Student Learning Outcomes.
*       Develop strategies to engage the campus
community on policy and legislative issues
related to intellectual property and the processes of scholarly
communication.
*       In collaboration with Libraries scholarly
communication programs, develop communication
mechanisms to ensure timely information about
legislative developments, exemplary models
related to rights management, relevant technologies, and publisher policies.
*       Monitor national legislative and policy
development in areas related to intellectual
property and work with the Office of the Vice
President for Research and Universitys Federal
Relations staff to analyze and represent the
interests of the University community.

Consultation Services
*       Develop advisory services to support
decisions related to the use and ownership of copyrighted materials.
*       Advise deans and chairs/unit heads on
decisions related to copyright ownership. Working
with the Office of General Counsel, the Director
assists in development of guidelines for informed
decisions related to copyright and rights management.
*       Develop resources to assist the
University community in taking full advantage of fair use.
*       Support compliance with open access
deposit requirements of federal funding agencies.
*        Provide support for academic units in
the creation and dissemination of new
publications.  In collaboration with the
University Digital Conservancy, contribute to
policy and program development related to digital archiving.
*       Provide counsel to the University
Libraries on copyright issues as they relate to library services.

Copyright Management
*       Promote a knowledgeable community related
to compliance with copyright law, University
policy, and options for authors in managing their copyrights.
*       Advise the University in the development
of policies and procedures related to management
of University copyrights and assists in the
development of systems to manage copyrights and
permissions for University assets.

QUALIFICATIONS
Required Qualifications
*       JD, Graduate Degree in
Library/Information Science, or combination of
other Graduate Degree and relevant experience.
*       Demonstrated copyright expertise.
*       Experience in program development related
to intellectual property, publishing, and/or
policy areas related to the production/creation of knowledge resources.
*       Excellent communication skills and
ability to work effectively with faculty and
students, governance groups, administrators.
*       Demonstrated understanding of technology,
legal, and regulatory issues related to intellectual property and copyright.
*       Record of scholarship and/or professional contributions.

Preferred Qualifications
*       Experience in curriculum development
and/or creation of educational materials.
*       Experience in exploiting technology in
the development of educational resources.
*       Record of scholarship in areas relevant to the Centers mission.

SALARY AND BENEFITS: SALARY AND BENEFITS: This is
a full-time, 12-month academic professional
position on continuous appointment track or with
continuous appointment, dependent on
qualifications and experience consistent with
collegiate and University policy.  The Libraries
offers a competitive salary, commensurate with
experience.  Excellent benefits and substantial moving allowance.
