Dear colleagues: Please excuse cross-posting. I thought that some of you might want to know about this Notice of Inquiry from the Department of Commerce seeking comments "on the challenges of protecting copyrighted works online and the relationship between copyright law and innovation in the Internet economy." The due date is November 19. For more information, please see the notice in the Federal Register: http://edocket.access.gpo.gov/2010/pdf/2010-24863.pdf You may also want to look at the National Internet Policy Task Force webpage: http://www.ntia.doc.gov/internetpolicytaskforce. Questions in the NOI are under the following categories: (1) Rights Holders: Protection and Detection Strategies for Online Infringement; (2) Internet Intermediaries: Safe Harbors and Responsibilities; and (3) Internet Users: Consumers of Online Works and User-Generated Content. Further questions include: i. What restrictions are there on the global free flow of information on the Internet due to government laws or regulations?; ii. What are the economic impacts of government restrictions on the free flow of information?; and iii.
