The encryption does not have any effect on emulation. The carts themselves are not actually encrypted. There is an enceyption key at the end of each cart that the 7800 uses to determine if its a valid 7800 cart or not. If not it drops into 2600 mode. From what I have heard, the PAL 7800s don't have the intenal BIOS PROM, so they would have no way of checking the encryption key.
