Atari chose 192 based on average vertical overscan on 1970s TVs.  I even
have Larry Wagner's measurements from when they went out and checked
various models.  But that was then, and this is now.  Even then, they were
pretty conservative.

It sure seems as if today's TVs tend to show more of the picture than they
used to.  People designing games would be pretty safe if their game had 200
or even 205 visible scanlines centered on the TV.
