In VCS games doing the sync signal properly is left entirely to the programmer. Oystron does a WSYNC right before it turns on the VSYNC signal and then does three more WSYNCs before it turns VSYNC off again. This way it makes sure that the signal is left on for three full scanlines. TPS doesn't do the first WSYNC. Therefore it might actually generate the vertical sync signal only for two and a half scanlines or so. This might be good enough for your TV, but not good enough for the record feature of your VCR.
