On the original question: I'm not sure about 60fps, but if he already can do 39fps, then maybe PAL games at 50fps don't seem to be out of reach. But of course that depends on the acuracy that your are expecting. Back in the early days A26 and PCAE could still emulate some VCS games at the full frame rate on a slow 486. But as more and more details about the VCS were figured out and the emulators started to support more and more games properly, they also got more complex and now require a good deal more processing power, at least for certain bankswitching schemes and graphical effects.
