Can a 7800 in 2600 mode access the extra cart pins that were added to
it? I guess it can if that's the trick behind getting Superchip games like
Klax to work on it without any extra circuitry.
But at least internally the 7800 has only 4K extra RAM over a 2600 and I
don't think any of it is accessible in 2600 mode..
