Are you sure that you have no noise at all in the line ? For example, 
if you set the input to the CD player (using the Windows Volume 
Control), you shoud get pure silence (assuming that there is no CD 
in) and no noise at all. If you are on an external line, you often 
have some noise in the cables which can come from grounding problems 
in the various apparatus.
