The ATI Rage IIc does not have any 3D accelleration features (not to be
confused with the Rage Pro or Rage 128). So Virtools is running in software
rendering mode, which is very slow once you start using transparency, alpha
channel, multi texturing and the likes.
Don't expect anything fast from a Rage IIc, even with a fast processor. Rage
II came out before the Rage Pro (back in 1997 I think). I strongly suggest
you switch to a more recent board (prices start around $40).

Well, your experience with ATI Rage series mirrors mine - they are about 10%
to 20% of the speed of a TNT2.
The render engine in Dev relies heavily on the abilities of the card... and
the CPU is used to run the Behavioral Engine. Which means that you may have
to reduce your poly count and/or, if possible, remove all lights from the
scene and set your materials to emissive instead of diffuse lighting.

suggestions too?
