Actually the 'Set Render Order' enables you to set the order in which objects are rendered ie.
 
Draw this object , then this one ,etc...
 
But It does not disable Z-Buffering ! so an object that is far away will be Z discarded by nearer ones even if it is rendered afterwards
 
That's why your object does not overlap , if you want an object to be render
on top of other objects that are nearer you also have to disable the Z testing (Material setup => Ztest = Always)

I have experienced the same problem. To fix it, you have to set to transparent the material of the objects using 'Set Render Object' BB.

If I set the 'Display Last' for an object it does not work, i.e. the object is represented normally, not overlapping all objects of the scene. Even setting the 'Rendering Priority' and corresponding priorities for the objects does not help. Does anybody know where is a problem?
